Limbaugh is correct he just phrased his statement strangely. But you cannot legislate equality of opportunity. Real differences do exist between people on a personality basis which cannot be overcome, cultural factors also play an undoubted role as strong as socioeconomic factors. It's an uncomfortable issue for most "progressives" who believe that wealth redistribution and welfare programs are in fact the answer.
