I'm a defender and it is very easy to block the person with the ball if they dribble like this. The defender just needs to put her/his foot out in front of the ball. She didn't try to put her foot in at all she just watched him run past. She could have turned around and ran since she was facing sideways -.-

These people attend academies that turn out professional players, or in general players who have demonstrated they can play the game well enough to teach others.
