But isn't the deployment of subs to combat pirates a bit of an overkill?I mean their boats are usually quite small and fast...

True. But surface ships can ban spotted in the ports of the nearby allied countries by some "watch men" paid by the pirates to keep an eye on warships flying western flags.

Or the pirates, with the loot they have, can easily pay or "convince" fishermen going at sea to inform them on the whereabouts of foreign warships.

But a submarine allows to survey the presence of pirates day in, day out, without the pirates to even know it.
