@zacbell88 yup. taht's how i learned it at least. yuo take their abs values but keep in mind if its 2 pos or 2 neg. charges then ur force will repel each other and if its one pos one neg then the force is one of attraction.

Well, I've seen it being derived in a show called "The Mechanical Universe" which is free online, it's a 52 part half-hour physics course that derives the Coulomb Charge & loads of amazing stuff.
I don't know if this is relevant here, but we have an entire system based on electricity. It's called the Conduction System of the heart, and I'm sure it's the reason joules are used in cardioconverters (defibrillation machines).

does not need to be absolute value, this way makes it easier to judge direction of force given a sign convention... should have been = -180•10^5

I think you made a mistake. 5 * 10 * 9 is actually 450, it'd be -450 * 10^4/.25^2, wouldn't it? So -180 * 10^5
