From my understanding, which could be wrong, he won't be replacing Charlie in the sense he will play the same character. He will be playing a different character. And due to Charlie Sheen's behaviour the 8th season could not be completed which meant sponsors and advertisement revenue loss. These days everything is about the money hence the decision to axe Charlie.
