1. Unless you plan to secure FTP transactions via SSL then the service user account that is created when service is installed should be fine for anonymous access.
2. Make sure port is open on Windows firewall.
3. Make sure you forward TCP port 21 to the internal ip address of the server.
4. Make sure the folder you have created to host files will allow remote users to write files to that directory.
Most importantly check to make sure your ISP isn't blocking TCP port 21!
I am getting a "530 invalid user" error when entering my external IP Address in say Mozilla (e.g. if I want to log on to the ftp site from remote). No problem logging on to the FTP site from at home. Does anyone have any thoughts? thanks.
I am assuming the home directory you are using for your FTP server has been set up to only allow access to admin accounts... you should be able to go in the security tab of your root FTP folder (like say C:\FTP) and then add the IUSR_USERNAME username to the root FTP folder.

The start bar looks like 98 because he's got it set up in classic mode. It's easier on the server, and doesn't require as much from the computer. Which is ideal since looks are not important for a server.
...yeah either that or he hasn't enabled the Themes service which is disabled by default. Also he must install the desktop experience feature as well to make server 2008 feel vista-esque. I assume he must use his client machine (the vista ultimate) one more so this is problem not a problem to him.
