Those were Geese, these falcons prefer smaller prey, this guy is scaring off birds at a lower altitude where a bird strike would be much more dangerous because the pilot would have less glide time. The reason you havn't seen more incidents like that one is because this guy is doing his job.
Nice thought but... They are roosters. They are useless because they can't lay eggs and are unsuitable for meat production (they fight with each other) they are culled at the hatchery.

God how poignant is this considering the plane being landed in the Hudson River after running into a flock of birds, cert makes you wonder!
