You might try putting something in front of your windows' temporarily. Sheetrock is cheap and a great soundproofing material. Two layers, screwed into the wall around the window would reduce the sound by 60%-70%. If you put an old blanket between the layers it will work even better.

Ghetto or Condo living seems to be about the same...  At least I have peace & quiet during the nightitme hours, but it hasn't been very quiet otherwise, as they're ripping every single balcony off my building, and replacing them. Think they've done about 50 of them starting in about October, and another 50 or 60 of them to go.

Another special assessment for me, to the tune of around 5K. Over the past 15 plus yrs. here it's cost me around 20,000 bucks in special assessments.
