Yes you can but by making the jar file of it. So that he/she has to run jar file not whole program. Jar file with libraries you include in it.

how can i deploy and run the program out of ide? i mean, ide starts the derby automatically but when i clean and run the program i can't execute it if i closed the ide.

@baturbros build it, find the build folder go to dist/'application.jar'.....the 'application' is whatever youve named it.
