There are two reasons that water is sprayed on excavated material. The obvious one is dust control. Less obvious, but more important is to facilitate compaction. If the fill is being used to support a roadway, parking lot, building pad, etc it must be compacted as it is placed to avoid settling after the fact. Typical construction specs call for 95% of maximum potential compaction. That can only be achieved with moderate amounts of moisture in the mix.
Keeping the direct dust from digging down and as the fill area is pretty tight saves getting in the way whilst the ten is trying to spread the material, some moisture content obviously required in the fill.
CA is real big on keeping the dust to a minimum. When I worked there a few years ago, helicopters from the Air Quality Management District would fly by a few times a day, and if they spotted a considerable amount of dust coming from the job then they'd write the company a $25,000 fine.
Yeah a good operator never digs over the finals. always dig over the idler.
