how would we do this if we are generating sequence for the rows that are being insert how would we disable a sequence to not generate new values

Microsoft SQL Server is cheaper, and comes with free reporting tools and IIS - and free BI. And beyond that, the BI tools are integrated and much better.
Anyone who uses that Oracle Database is either a corporate goon or an idiot, probably both simultaneously.
