Toriyama was gonna make pan a super saiyan when she found out that after one of the members of the sigma force told her that Giru gave them all there info, that she killed him when she got really mad remember? Toriyama couldnt make a very well design to her character in a super saiyan transformation, so they kept her normal.

@t1me2die1 Goku problably didn't die.. Saiyans doesn't age as fast as humans, so he problably just grew up from kid to adult again, which means Vegeta still could be alive, but as old looking as Pan. Trunks and Goten are half saiyan/human so they problably died years ago or just didn't show up. There could be so many answers. I want to know everything myself :P Each time I watch these clips new questions pops up everytime.

@Deathcommunion This is GT, don't act surprised...Pan wasn't. After all Goku became a SSJ in his 20's Gohan SSJ2 at age 11, Goten SSJ at age 7 but became a SSJ3 in fused form (not relevant but still fact) the further the bloodline was diluted the stronger they got.

@NegroidHunter it makes more sense than you think. Goku and Vegeta were full blooded Saiyans so that makes perfect sense. Gohan was able to turn SSJ at a younger age than Goku and wound up being more powerful by the end of DBZ. Goten, although being Goku's 2nd son, also manged to go SSJ at an even younger age. Trunks went SSJ about a week or two before Goten did. Pan never went SSJ because she was never presented with a situation in which she could become one. Goku Jr did and so did Vegeta Jr.
