this is an old tradition in Iran (and some islamic comunities) decades ago and before that only a clergy or Seyed (Black robe mullahs) blow or sigh on follower's scarf or sometimes eddible stuff to make it valuable or cure. Not practiced anymore for more than 50-60 years.
