There is no water inside the water filter flashback arrestor. The plastic filter it is a white porous plastic that can be purchased at Home Depot. I was told there is a better one that can be purchased at Ace Hardware. At Ace Hardware the porous plastic micron holes are 1 micron I was told from someone that purchased one their, if so it is better. The smaller the porous plastic microns holes the better the safety.
I am not too sure on the cost I estimate $60 with everything water filter porous plastic filter together, brass fittings, beads, stainless steel screen. Your cost may vary from store to store or if you buy direct from the manufacturer.
The fluorescent bulbs dont flicker when they run at 60hz over here, that only happens when the bulb is going bad or the ballast is worn out.

I cant tell from video but you said your using a plastic filter with beads around it. Do you have any water in there with everything?
