Perhaps a fin-stabilized tank round. Note the warhead isn't revolving with the rest of the shell. The British developed such a round for their 120mm rifled tank guns, as some anti-armour rounds decrease in effectiveness if they are spun.

thats not a cannon shell, its a missile / rocket fired from a tanks main gun (or the US M256 howitzer) google XM1111
