However a caution should only be given when the foul is more serious - and there are specific reasons for this - read "The Laws of Association Football", published by the FA (who should perhaps read it themselves) - most of which will involve an element of intent, as opposed to "clumsiness.

I appreciate that Harte's actions were indeed ugly and should be punished, even for the opìnion of Reading fans (I am one) but this is NOT the way to expose it ...

That's hardly what Samuel Barber had in mind for it when he composed it.
