It's a song about tommy, the "pinball wizard". The song is told from the point of view of a local lad (what it says in the booklet) who is watching tommy play pinball. The point of the song was that even though Tommy was deaf dumb and blind, he could still play pinball through the vibes that the thing gave out, and which is why the kid is amazed that he can play even though he cant see or hear.
I never really realized how much of an amazing voice Pete Townshend actually had, when he sings " how do you think he does it?" it really scared me for a second, because I didn't see the singer say it. I never knew Pete had a voice. I learned something today. lol :}

We were talking about "Won't Get Fooled Again." Written for the abandoned "Lifehouse" project, the would-be "Tommy" follow-up rock opera. Instead, it ends up on "Who's Next" in 1971, with most of the leftover "Lifehouse" material.
