Back on Cybertron, as far as I understood, Soundwave was Megatron's most trusted lieutenant and most important ally. I don't understand why he isn't the Second-In-Command on earth when clearly all the other "Right-Hands" are trying usurp Megatron.

@fishinwizard6 Unfortunately I think Soundwave's personality holds him back from getting that position. His disinterest in speaking as well as generally not being able to come up with any plans of his own (he just reinforces Megatron's orders) means he can't really be a leader, which a second in command is expected to do if their leader goes missing in action. Starscream is more outgoing and commanding, and always has ideas of his own (even if they're terrible) so he's second in command.

I, for one, can actually wait a while for Soundwave to talk.

I like how he has the "actions speak louder than words" attitude. The only time he 'talks' is when he plays back audio files. Even when fighting he makes very subtle movements just to prove his point that he doesn't have to do much to make his voice heard.

While it is inevitable for him to talk, I at least hope we get some more character development before he finally does.
