why wouldn't you give any water or steel nukes to a water/steel pokemon? I think that even gliscor would do much better job with these moves (aerial ace would have 10 more power than empoleon's drill peck and it never misses, earthquake would be way stronger and it wouldn't need incerased priority move because of relatively high speed)

Agility will get rid of empoleon's awful speed and then use substitute until you get your petaya berry boost and then you can sweep your opponent's team

grass knot is a good move but empoleon needs it only for water types but there aren't realy heavy water pokemon

so by lowering it even more it means more is fatser than it

so your basically taking away some free Ko's
