My Budgie Wheatly looks just like him, and is also going through his first molt. I never know how much pressure to put on his head or around his neck when I go to lightly scratch him there.

@maddogbird Aowww that's sad : CCC You just have to make them learn that your hand doesn't hurt them, like.. giving them something they like on your hand and stuff.
@fliprabbit Keep your hand in the cage everyday for bout 15 minutes. Do this for a week then after that put your hand in the cage with food (take out other food dishes just for 15 mins) in your hand and after a while she will get hungry and try to eat out of your hand. No sudden movements!

i do that with my cockatiel named kiwi she is soo sweet she whistles to me i scratch her in her itchy spot
