@passtheparcel - his insurance company would say nothing at all. He is driving the vehicle on what appears to be an airstrip. I had my first few hours on 'the road' at an abandoned airstrip enar our house and it is perfectly legal for anyone to drive there regardless of age or qualification as it is NOT a part of the road/highway system.
The only provisio that i'm aware of is that if the driver is under 16 he or she needs to be accompanied by an adult.
i bet you he thinks he's cool and stuff now cause he can drive in a straight line for about a quarter mile.

just read the vid caption, he's on the beach but same rules apply provided he has permission from the owner of the land.
