What exactly does the emergency broadcast system do? They used to say that if it had been an actual emergency, the tone would be followed by information about what to do. What is going to happen to you in front of a TV when you are watching it? Is it going to blow up in your face or are your eyes going to pop out? Or perhaps they will send the cops on you for watching too much TV. lol

In the event of an actual emergency the people who are supposed to warn everyone and conduct these trivial drills every week will be running for cover and hiding themselves. I remember that first panic when nobody knew what was going on and planes were flying into buildings and no one told us a damn thing for a few hours. Actually, the first noise you hear in an EAS notice is something called a SAME header, which is interpreted by machines and used to dispatch information to other agencies. The second noise is nothing more than an attention signal. EAS is only the latest in a line of three warning systems. The first one was called CONELRAD and was instituted to warn citizens of atomic attack. If anything, this system is meant to keep up in the know, not cause "fear and chaos".
