Yes, you're right, the older tune that the 1940's publication was based on is Austrian. There's a great version of on Youtube - search for Klarinett Polka Hupfata for a great version of it played by a brass band, plus some more information about the tune.

You can order sheet music for this version of it from the Voyager Recordings website listed at the top of this page, in the "Repertoire Builder Series" No. 110, couple dances.
