I've helped people overcome that with the following suggestion: Sing rapid scales with your fastest vibrato on continuously and at your loudest volume for two minutes, rest 1 minute, repeat. Do this for an entire hour (if your neighbors can stand it). Do the same for the next four or five days. What you will notice is that your notes will no longer quiver, even at low to whisper volumes.
