Yeah definitely when a runner pulls away from the field in the dash they're really just decelerating less. That is the case most of the time. But there is plenty of evidence that a sprinter can accelerate after the 50 mark. Much of the 10 meter split analysis from numours elite races show that it can be done. I belive when Asafa set the record in 05', 60-70m and 70-80 were his fastest 10 meter splits at 0.84 seconds each.
