You wanna solve the poverty problem? Decriminalize marijuana. That way no one will experiment other drugs like cocain and heroin (since it's only drug they'll need to relieve depression, and besides the medicinal uses, just imagine the possibilities of hemp in construction, clothing, etc.

Man that really is horrible. I thought crack was an American plague, I am really sad to see it is now a world plague. There really is no rehabilitation of people from crack, they always seem to just waste away very quickly. Its like living death. It still has not reached the proportion of the American infestation though. Here @ 16 or 17 these kids control city blocks and hundreds of thousands in dollars. Very sad and scary.
