The censoring hadn't started with Generals. It had started way before, Tiberian Dawn and Red Alert already had all Units made into Cyborgs. The agency responsible for this crap deems even games targeted at a mature audience too offensive and before there is a partial ban, the game developers release cut versions for us Germans. A partial ban means that the game must not be advertised or displayed in stores and magazines.
