Don't know if this has been mentioned yet, but yes it's possible to create a timer for this with Power Auras. The only issue is that it will count up instead of down, so it will start at 1 and end at 45. You have to use the "Pet" option.

Yes, Addons are legal, they may come with viruses though, that's why you have to download them from trustworthy websites such as Curse and wowinterface.

a small improvement for the macro:

/cast Feral Spirit

/stopmacro [pet]

/qt wolves 45

the /stopmacro [pet] part keeps timer from reseting once you have a pet summoned. if only there were also a way to stop timer from starting when your wolves are not summoned and still on cooldown.

What happends if you cast a spell while the cooldown timer is up? Does it make an additional bar or does the bar continue to count down after the spell is casted?
