ladders are down center canpartment this is a double pumper front can be seperated without getting out then draft or pump to trailer left at fire up to 300 feet away.

To me it looks like it could have been an Industrial foam pumper/tanker. It has a turrent on deck and booster reels.

OK I figured it out. It is a super pumper of sorts, like the old ones in NYC.
