At least do it right if you're explaining things, because what you are saying is complete bullshit.

Percent means 'per hundred' and promille means 'per thousand' (translated from latin) so 1 promille is 0,1 percent.

@hooverphonique Note that the alcohol meter thing didn't use a percent sign, %, but a permil sign, ‰. That's parts per thousand, not parts per hundred. So it's really a 0.25 BAC - still pretty high.
