You're allowed as many people as you want in there. Basically the only rules from kick off are - ball must travel forwards first, you must be in your own half and opponents must also be 10 yards away (that's what the circle is for.)

In the real matches, as i know because ive player plenty of year to football...you can do it , the refree can say anything because thats ur teamate and is absolute regulary that thing, obviously i dont know if in fifa can do it... so hope i helped you
