Let this serve as a lesson learned. Never hand money over to a guy in a hard-hat unless they have official ID, and official collections notice. This can usually be verified by calling your Utility company's 800 number. I am a water worker, and my company does not allow collecting payment at the door. Too many people, especially our senior citizens become victime of flim-flams :(
