It is a proper technique for washing hands. It is a mnemonic time device. Sing a song that takes at least 15 seconds to sing. One should wash their hands no less than 15 seconds but really between 30 and 60 seconds. Also washing up the wrist one hand span is a very good idea as well.

No actually it is a very good video on how to properly wash one's hands.

15 seconds, make sure to get the entire hand. Notice when she is "scraping her fingernails side to side?" that is to get the germs that live under the fingernails. Her technique is not only proper but the video does and excellent job of demonstrating proper hand washing.
