I just voted in a referendum to pay for a university shuttle bus for students to get home from the bars on weekends. That's seems pretty ridiculous when apparently students can't afford to eat....
It's actually a common misconception that increasing the food and nutrition allowance would result in higher debt for most OSAP recipients. The Ontario Student Opportunity Grant (OSOG) program caps debt in any given year at $7,000 while students can be allocated up to $11,900. Thus, most borrowers would see no increase in debt as a result.
You are right, though, that many students do need shopping and cooking lessons!
Why would you want to increase your osap debt by getting more? It seems to me (having bought food for a family of three with nearly the same amount (including diapers!) that students need shopping/cooking lessons. Which makes complete sense when you haven't had to do so yet in life. For example, frozen fruit and vegies are MUCH cheaper, and you said you couldn't afford fish because it's too expensive, when a can of tuna costs a dollar and equates with almost 2 servings of meat at 4 1/2 oz
