I have a theory concerning R: R was the previous Kira (In a sense, light's ancestor). He used the death note to kill his mother's murderer but as he stood atop a skyscraper "beholding" (sounds melodramatic I know =S) the death note he accidently dropped it. He became so devastated that he ignited himself on fire in front of the public. Riots followed his death causing crimes of Tokyo to escalate in violence ( due to distress). And then Light found the very same death note..
