MK is clearly from the Dover, DE area. In various calls, he mentions Odessa, DE, the Coral Reef (a restaurant in DE) and a phone # with a DE prefix. And there is still a listing for Charlie Knighton on Garfield Dr. in DE.

As for timing, my guess would be that the calls were made in 1986, as the Goodwill Games (mentioned in another call) were taking place at that time (in Moscow). The next games were not held until 1990 and many have reported already having an MK tape by the late eighties.
