You mentioned something in the video about the Realtor saying that the issue had been fixed, so, that impresses upon me that you were warned previously about potential flooding. The issue here is that the city is liable as they did not rectify the problem. The sewage system is the city's concern, not the previous owner. I don't think you have much of a case against the seller.

You could try going after the owner as well for lying on the seller documents. In terms of getting things fixed though, you will want to bring a claim against the city.

Burn copies of your film of the rain storm and the water flow during the storm. This is the most valuable piece of evidence you have. Not only for your insurance claims but for future action in court if you need to go that way. Don't forget to list in your claim your landscaping loss. Keep records of what happens day to day that is flood related. Things might develop later that you don't see now.

your legal advisor(s) and any other entity (mayoral, veterans affairs, anyone you know in the Corps of Engineers...) rally the Cavalry around yourself. Don't try to do it all by yourself.
Call and ask for a prayer vigil. Seek any help offered. Minimize the amount of time between the damage and some semblance of normalcy.
Stay somewhere else if need be and ask your friends to be there when you're unable to while work is being done, to keep an eye on things.

Steve, you should probably cut the drywall and insulation up from the floor at least 2' in the rooms that got flooded and remove it before mold starts to grow in the walls. I don't know if your insurance company has said that this is not neccessary but remember they want to keep thier cost down.
In my experience with lawyers...they run up a large bill. I think I would carefully read the insurance policy. I would not spend thousands on a lawyer for something I may or may not win. The insurance company- per haps run it past them as to the details. 1 hours time. Wow. One thing you CAN do- is complain to the state licensing board- the brokers license could be censured. Just be carefull in regards to lawyer fees. They can add up and not be worth it.
Might also want to call in to the Tom Martino show on Monday if you can and see if you can get some excellent advice too. He's usually on top of things such as what you're going through.

the seller lied on the disclosure statement - said NO FLOOD damage but neighbors & even the city engineer testified that there was multiple floodings.
If I had known about the floodings, I would not have purchased the prop.
There are actually two issues - 1= poor city drainage & 2= lying seller who is actually committing fraud.
Both need to be addressed for certain.

I live on the Cyrstal Coast in NC and We go thru that kind of stuff on a year basis!
My favorite part is refusing to go to a hurricane shelter and cranking up the generator and putting my survial skill's to good use!
