it's not just '71 that you have to be born to enjoy the 90's. I was born in '83 and can remember the 90's as the decade I grew up in. On the basis that I was in my teens starting in '96, started high school, and got my drivers license by the end of '99 when I remember gas being 99 cents a gallon.
