Haha! Good sense of humor. However, the truth is that we CAN develop an air bag that would safely decelerate a paratrooper whose parachute failed, too bad Colonel Stapp wasn't around to show us it could be done!
The idea is to integrate air bags as a final safety device at your back in case your main and reserve parachutes fail so it would be securely attached to where it needs to be to save a life.
There is a 3/1000000 chance BOTH your main and reserve fail. If you're one of those people, well, sucks to be you.

The dummys have been built to replicate the human skeletal structure. Eg artificial limbs with artificial bones (metal, plastic etc)
