ManQetesh actually made Ba'al seem like a nice guy.
I mean he was shown to do whatever it takes to achieve his goals.

Actually he did, just after she betrayed him he was forced to give the order to obliterate the Antartica Outpost. Quetesh was the one whom ordered the outright destruction of Earth's city's.
