They're using liberty again becuz in GTA III they didn't have as much as they could've put in a living breathing Liberty City so they just put Liberty again becuz they wanted to see what they can pull off with the next-gen system in something that was already done in the previous consoles. That was y there using Liberty City again.

They are all real names of the cities and area's that they represent. San Andreas the fault line between Cali and Nevada. Vice City and Liberty City are actual nicknames of their respective cities. It's just like how Batman has Gotham and Superman...well you get the idea.
