I don't know if someone else has responded, but at a guess, I'd say the voice of Jar Jar was recorded live and they're responding to his voice, then he was animated in later including into the scenes where they laughed at him or whatever.

Or they staged the bloopers :P

Bingo. Ahmed Best went around the set dressed as Jar Jar Binks. He wore a head on his head so the actors knew where to look for the sight lines. Some of the bloopers they obviously put in on purpose, but some of them, they are laughing at his mistakes, or stuff he did.
