yes, its the pc version. you just need GtaSanAndreas Ultimate Editor. There you can change acceleration and everything else form each vehicle.

if it doesnt require skill to ride a bike with 200m/s acceleration and 500km/h top speed.. the fastest implemented bike goes 190km/h and its no challenge after you have driven the speeded up one.
