They aren't shooting at anything. They are using a technique, forgot the exact name for it though. They use it when they come in contact when the enemy and need to escape. They line up, the guy in the front of the line, sprays his gun, move back, tag the 2nd guy and sprays, and repeats. It's to show superior fire power and to escape.
