my brothers atv is a 1999 yamaha beartracker and it has a problem that it has a hard time getting up to high rpm's and it has a really hard time climbing hills and I think its in the carb the spark plug is all black and the needle on the slider with the diaphram is down the whole way so it should be blocking most the gas but the plug is still black what do i do??

You can take a pin to clean the jets also. Make sure you don't scratch the inside jet when you do that.

couldnt you just stick the carb in a cleaning dip tank?

You could, as long as you take out all the rubber gaskets and the diaphram.
Carb cleaner will cause rubber to expand and will ruin them.
