The NHS in England does NOT ration care for the elderly. Seek out the NHS constitution using Google. Frist was in UK in 80s when Conservatives had decimated the NHS. Nowadays we spend more and there are no queues and the care is great.
Oh and the government plan is an insurance plan. You pay for it and it won't be subsidized. But then, if you take that option (it is OPTIONAL) there'll be no insurance company robbing you of your own money. either....
