As for your example, No He wouldn't say he's from Mumbai, simply because he HAS many memories of Punjab, He WOULD consider Punjab his home.
IF HE HAD.. no memories of Punjab and had spent majority of his life in Mumbai and related that to his home, then YES, HE WOULD SAY HE'S FROM MUMBAI.
SEE THE DIFFERENCE??!!? it's not where you're born which makes it automatically home.
