unless you were viewing an incredibly large distance that the light was crossing, you wouldnt be able to tell, because the light on-screen would be moving at around 60 meters per second (the standard video FPS is 60)

It won't work because you can't really see light. You can see light when it is reflected and/or goes straight into your eye/camera.
