The Burj al-Arab was designed to resemble a sailboat. This is just coincidence; the transverse part is an overlook skybox. The skybox and its support resemble a utility pole more than a cross.

By the way, the cross so-called "crux immissa" was copied after the mast-type Roman slow-execution-by-torture frame which was required when additional height was desired. The patibulum was designed to be lifted up just like the yardarm on the mast of an ancient Mediterranean sailboat 2000 years ago.
