@ARLalex alright, vista takes 1gb of your RAM (memory), that means you got 2gb ram left, and M2TW doesn't require alot, but i suggest buying atleast one more GB of ram. secondly your processor is good, i have the same processor and i can run the game on max. Third and the most important aspect, your graphics card, what graphics card/chipset do you have? I'm currently using an ASUS Geforce GT240 1GB DDR3. In-game turn off Anti-Aliaising, Campaign Shadows, Reflections. See if that helps.

I have never encountered a game that ran below 30 FPS on max settings. The laptop is a Gateway FX from Best Buy. They are affordable gaming laptops that come with the system specs I mentioned. It runs all games smoothly, this one included.

I have a similar problem with Company of Heroes, get like 10-15 fps when 3vs3, i think it is something with bad drivers, and a conflict in the OS. I have an overclocked 5200+ at 2.95Ghz, Radeon 5750 OC'ed and 4 gigs of 800mhz RAM.

@Naposim1337 this game isn't well optimised for cards that are much newer than the game itself, for example my gtx 260 is pretty crap on it aswell. :( Unfortunately there's nothing you can do, apart from buy newer total war games, shogun 2 looks amazing and you can preorder it from game (UK) for £25!

geforce 9800+ is a nice card its around 180-225$ that would be a great card also make sure

you have a good PSU more than 500 watts and make sure that you have atleast a duel-core proccesor because if your proccesor is slow the graphics card wont be able to run as well.
